User
Users are web hosting clients.  They use 3T-Panel to configure their web site.

Resellers
Resellers can create User accounts.  Resellers are also Users, so they have a Reseller and User panel.

Admins
Admins have a User, Reseller, and Admin panel.  Admins have full access to server configuration.
